ISO New England is the independent system operator responsible for ensuring the safe and reliable flow of electricity in our region and planning for the future of the electric grid. The Energy Market Data Analyst will support the implementation of market power mitigation rules and conduct analyses to ensure energy market prices reflect competitive conditions.
Responsibilities
- Maintain and enhance production cost models to determine competitive benchmarks (reference levels) for energy market and ancillary service mitigation
- Assess the accuracy and reasonableness of benchmark inputs such as heat rates and variable operation and maintenance costs
- Develop financial and engineering models to estimate generators’ marginal and opportunity costs
- Perform mitigation activities as defined in market rules, including participation in the monitoring and mitigation on call rotation (some weekend coverage required)
- Prepare and refine market reports that summarize outcomes, competitiveness, and mitigation activity
- Evaluate capacity market offers by reviewing financial models, project documentation, risk assessments, and engineering analyses
- Support the development, testing, and deployment of analytical tools used for energy and capacity market mitigation as well as identifying tariff violations and potential market manipulation
- Design, develop and run screening tools to identify non-compliance with market rules and uncompetitive behavior
- Identify market participant behavior that warrants further investigation and analysis
Skills
- Bachelor's or master's degree in economics, Finance, Engineering, Business Administration, or a related field
- Experience or strong interest in wholesale electricity markets or the electric utility industry
- Familiarity with electricity and gas market fundamentals and the drivers of production and opportunity costs
- Strong quantitative analytical skills, including the ability to evaluate market participant strategies from a profit maximizing perspective to identify anomalous market behavior and assess gaps in market rules that could be exploited
- Experienced working with, and drawing insights from, large and complex data sources
- Proficiency with Excel and programming languages such as SAS, SQL
- Financial modeling skills, including proficiency with discounted cash flow techniques
- Demonstrated ability to work collaboratively, manage tight deadlines, and communicate technical concepts clearly
- Excellent written and verbal communication skills
- Knowledge of power plant cost structures across the asset life cycle is desirable
- Experience with R or Python is a plus
- Knowledge of physical gas markets—trading, fuel supply optimization, or risk hedging—is a plus
- Experience with risk evaluation techniques is desirable
