Summary Gainwell Technologies is seeking a Program & Policy Analyst – Advanced to support the Wisconsin Department of Health Services (DHS) in their FoodShare and FoodShare Employment & Training (FSET) programs. This role is ideal for a policy-driven analyst who brings expertise in program evaluation, outreach coordination, and system implementation. The successful candidate will help shape enrollment and member-facing strategies in a way that supports public access and promotes equity across the system. Your role in our mission • Lead and support planning and policy development for FoodShare and FSET programs, with a focus on enrollment and outreach strategies. • Collaborate with DHS systems staff, contractors, and cross-agency stakeholders to ensure effective implementation of member-facing policies. • Develop and analyze policy recommendations and communications for internal use and public presentation. • Facilitate partner engagement, support procurement efforts, and ensure program compliance with state and federal guidelines. • Coordinate feedback and outreach efforts that promote continuous improvement in public program access and experience. What we're looking for • Strong knowledge of FoodShare (SNAP), FSET, and Medicaid policy frameworks at state and federal levels. • Demonstrated experience in policy analysis, process improvement, and program coordination. • Excellent communication skills, with ability to write clearly and present information to varied audiences. • Cultural competency and commitment to promoting health equity in public service programs. • Proven track record of working collaboratively across departments and agencies in a policy or program analyst capacity.
